Both MI5 and the police therefore followed three unidentified men, one of whom we now know was Mohammed Siddique KHAN and another we now know to be Shazad TANWEER, after they were seen meeting the target of a surveillance operation. This did not mean that MI5 or the police had these UDMs [unidentified men] ‘under surveillance.’ It meant that they were ‘housing’ [i.e., establishing a link between people and addresses with which they appear to be connected] them to obtain a lead to run checks on if necessary or to come back to if they needed to in the future. . . .

[Tanweer and MSK] were of some interest to MI5 [e.g., as noted above, in 2003 and 2004] because they were seen meeting Omar KHYMAN, a known attack planner and were heard on 23 March [2004] talking about financial fraud and possible travel to Pakistan. . . .

So, on 23 March [2004], MI5 had heard [Tanweer and MSK] talking to KHYAM, but they did not mention the bomb plot. At no time during Operation CREVICE did MI5 obtain any intelligence that indicated that [Tanweer and MSK] were involved in attack planning.81
